Who converts US dollars to euros
USD/EUR is the most heavily traded currency pair in the world, and for most Americans it becomes relevant a few weeks before a trip to Europe. The practical question is rarely "what is the rate" but "how much cash should I change, and where".
The answer that saves the most money is usually: almost none at the airport. Airport bureaux and hotel desks quote well away from the interbank reference, and the gap is proportionally largest on small amounts. Paying by card in euros — and declining the terminal’s offer to bill you in dollars — is normally much closer to the real rate. That offer is dynamic currency conversion, and it exists to earn a margin from you.
The pair also decides what a European online order really costs. Retailers price in euros, and the dollar total your card issuer settles at is fixed on the day the transaction clears, not the day you clicked buy.

Is it better to change dollars before leaving or once in Europe?
Neither, usually. Withdrawing euros from a bank ATM on arrival, or paying by card in euros, is normally closer to the interbank reference than changing cash at an airport bureau on either side.
